GOVERNOR ARNOLD SCHWARZENEGGER APPOINTMENTS - March 4 2010
5 March 2010Governor Arnold Schwarzenegger yesterday announced the following appointments:
Wylie Aitken, 68, of Anaheim, has been appointed to the California Arts Council. Aitken has been a founding partner of Aitken, Aitken, Cohn Law Corporation since 1971. He is a trustee and board president of the South Coast Repertory Theater and Orange County Performing Arts. Aitken is chair for the Board of Visitors of Chapman University Law School and a trustee of Chapman University. This position requires Senate confirmation and the compensation is $100 per diem. Aitken is a Democrat.
Kevin Baucom, 47, of Atascadero, has been reappointed to the Board of Vocational Nursing and Psychiatric Technicians, where he has served as a member since 2007. He has served as assistant chief of recovery and mall services, substances abuse services and vocational services at Atascadero State Hospital since 2009. Previously, Baucom was a psychiatric technician instructor at Atascadero State Hospital from 1990 to 2009 and a psychiatric technician at Mesa Vista Hospital from 1989 to 1990. He served in the U.S. Navy from 1981 to 1987. This position does not require Senate confirmation and the compensation is $100 per diem. Baucom is a Democrat.
Rocky Burks, 57, of Rohnert Park, has been reappointed to the California Commission on Disability Access, where he served as a member since 2009. Since 2006, he has served as a physical access manager for Sacramento’s Department of Transportation. Previously, Burks served as the Americans with Disabilities Act coordinator for Marin County from 2003 to 2006, chief executive officer of Independent Living Services of Northern California from 1988 to 2003 and senior claims examiner for the Employment Development Department Disability Insurance Program from 1987 to 1988. From 1985 to 1987, he was a social worker for the Butte County Welfare Department, executive director for the Northern California Independent Living Program from 1982 to 1985 and executive director for the Butte County Easter Seals Society from 1981 to 1982. Burks was coordinator of outreach and recruitment services for the Office of Veterans Affairs for California State University, Chico from 1978 to 1981. Additionally, he served as coordinator of welfare information and assistance for Community Action Volunteers in Education from 1975 to 1977. Burks was an instrument trainer specialist for the U.S. Air Force from 1971 to 1975. Burks is a member of the Accessibility Code Advisory Committee for the Division of the State Architect and Disability Access Review Advisory Committee for the National Fire Protection Association. This position requires Senate confirmation and the compensation is $100 per diem. Burks is a Democrat.
Guy Burnett, 53, of Hesperia, has been reappointed to the San Bernardino County Fair Board of Directors (28th District Agricultural Association), where he has served as a member since 2006. Since 2001, he has owned and been agent for Guy Burnett State Farm Insurance. Previously, Burnett was a senior structural estimator of claims for State Farm Insurance from 1998 to 2001. Prior to that, he served as supervisor for Yellow Freight Systems from 1991 to 1998 and partner for Precision Builders from 1987 to 1991. Burnett is a member of the Yucca Loma Family Center’s Advisory Board and a member of the Apple Valley Chamber of Commerce. This position does not require Senate confirmation and there is no salary. Burnett is a Republican.
Ling Ling Chang, 33, of Diamond Bar, has been appointed to the Board of Vocational Nursing and Psychiatric Technicians. She has served as president and chief executive officer of the Youth Science Center since 2003 and city councilmember for Diamond Bar since 2009. Previously, Chang was executive director for the United Family Services Center from 2001 to 2003 and project manager for FutureNet Technologies from 2000 to 2002. She is a member of the Walnut Valley Water District Board of Directors and California State Polytechnic University, Pomona-Partners in Education. This position does not require Senate confirmation and the compensation is $100 per diem. Chang is a Republican.
John Cordero, 46, of Victorville, has been appointed to the San Bernardino County Fair Board of Directors (28th District Agricultural Association). Since 2003, he has served as a hearing officer for the Los Angeles County District Attorney’s Office. Cordero was a regional operation program instructor for the Riverside County Office of Education from 2002 to 2003. Prior to that, he was a police officer for the Barstow Police Department from 1995 to 2002 and San Bernardino School Police Department from 1993 to 1995. He is a member of the Excelsior Charter School Board of Trustees and director of the Inland Chapter of the Retired Peace Officers Association of California. This position does not require Senate confirmation and there is no salary. Cordero is a Democrat.
Todd D’Braunstein, 42, of Upland, has been reappointed to the Board of Vocational Nursing and Psychiatric Technicians, where he has served as a member since 2005. He has served as a unit supervisor at Patton State Hospital since 2005. Previously, D’Braunstein was a unit supervisor for the California Department of Corrections and Rehabilitation from 2008 to 2009. Prior to that, he served at Patton State Hospital as a psychiatric technician instructor from 2001 to 2005 and senior psychiatric technician from 1997 to 2001. From 1994 to 1996, he was a psychiatric technician at the Lanterman Developmental Center. D’Braunstein serves on the Association of California State Supervisors’ Board of Directors. This position does not require Senate confirmation and the compensation is $100 per diem. D’Braunstein is a Republican.
Bo Derek, 53, of Santa Ynez, has been reappointed to the California Horse Racing Board, where she has served as a member since 2008. She has been an actress since 1974 and has served as spokeswoman for the American Horse Slaughter Prevention Act since 2003. Since 2000, she has owned Bless the Beasts, a business that sells fine pet care products. Derek has served as chairperson for the Department of Veterans Affairs’ National Rehabilitation Special Events since 2000. Additionally, she has served as the special envoy of the Secretary of State on Wildlife Trafficking and member of the board of directors of WildAid and the Galapagos Conservancy, Ecuador. This position requires Senate confirmation and the compensation is $100 per diem. Derek is a Republican.
Tom Dyer, 36, of Sacramento, has been appointed legislative coordinator for the Department of Personnel Administration. Since 2009, he has served as staff counsel for the Department of Social Services. Previously, Dyer was labor relations counsel for the Department of Personnel Administration from 2006 to 2009. He was enforcement counsel for the California Fair Political Practices Commission in 2006. Prior to that, Dyer served as deputy district attorney for Sutter County District Attorney’s Office from 2004 to 2005. This position does not require Senate confirmation and the compensation is $86,352. Dyer is a Democrat.
Jonathan Emami, 27, of Los Gatos, has been reappointed to the California Housing Partnership Corporation, where he has served as a member since 2007. He has served as vice president of ROEM Development Corporation since 2006, where he previously served as project manager from 2001 to 2005. Emami is a member of the Silicon Valley Chamber of Commerce, the Urban Land Institute and The Housing Trust of Santa Clara County Board of Directors. This position requires Senate confirmation and there is no salary. Emami is a Republican.
Valerie Emick, 53, of Victorville, has been appointed to the San Bernardino County Fair Board of Directors (28th District Agricultural Association). Previously, she was manager and co-owned Curt’s Good Neighbor Pharmacies from 1986 to 2004. Prior to that, Emick was an instructional assistant for Hesperia School District from 1990 to 2000. She is a member of the Victor Valley Community Hospital Foundation Board of Directors and Benefit Everyone Assist Recreation and Sports. Additionally, Emick is a member of the Legislative Committee of Victorville Chamber of Commerce and Victorville Rotary and co-chair of First Ladies of the High Desert. This position does not require Senate confirmation and there is no salary. Emick is a Republican.
Bob Foster, 63, of Long Beach, has been appointed to the California Independent Systems Operators Board of Governors. He has been mayor of Long Beach since 2006. Previously, Foster worked for Edison International, Southern California Edison as president from 2002 to 2006, senior vice president from 1996 to 2002, vice president of public affairs from 1993 to 1996, Sacramento regional vice president from 1986 to 1992 and operations executive from 1984 to 1986. Prior to that, he owned and operated Robert Foster Consulting from 1978 to 1984. Foster served the California Energy Commission as deputy executive director and chief of the energy conservation division from 1975 to 1978. This position requires Senate confirmation and there is no salary. Foster is a Democrat.
Tom Habashi, 56, of Granite Bay, has been appointed to the California Independent System Operators Board of Governors. Prior to his retirement, he served as the electric utility director for the City of Roseville from 1998 to 2009. Previously, he served the city of Palo Alto as assistant director of utilities resource management from 1995 to 1998, manager of supply resources from 1992 to 1995 and senior power engineer from 1986 to 1992. This position requires Senate confirmation and there is no salary. Habashi is registered decline-to-state.
Debra Herndon, 49, of Sacramento, has been appointed associate director of Female Offender Programs for the California Department of Corrections and Rehabilitation (CDCR). Since 2009, she has served as the acting associate director of Female Offender Programs and Services for CDCR. Previously, Herndon served as warden at Ironwood State Prison from 2007 to 2009, where she previously served as chief deputy warden from 2006 to 2007. Prior to that, Herndon served Centinela State Prison as correctional administrator in 2005, facilities captain from 2004 to 2005 and correctional captain from 2002 to 2003. She served as a supervising correctional counselor at CDCR headquarters from 2000 to 2002. Prior to that, Herndon served Calipatria State Prison as a managing correctional counselor from 1997 to 2000, correctional lieutenant from 1996 to 1997, correctional counselor from 1994 to 1996 and correctional sergeant from 1991 to 1993. She was a correctional officer at Folsom State Prison and the Richard A. McGee Training Facility from 1986 to 1991. From 1983 to 1984, Herndon served as an office assistant at CDCR. Prior to that, she was an office assistant for the State Personnel Board from 1981 to 1983 and the Department of Developmental Services in 1981. This position requires Senate confirmation and the compensation is $129,108. Herndon is a Democrat.
Manuel Hinojos, 70, of Victorville, has been reappointed to the San Bernardino County Fair Board of Directors (28th District Agricultural Association), where he has served as president since 2007 and member since 1998. Prior to retirement, he served as director of carrier services for GTE Telephone Operations from 1993 to 2003. Previously, Hinojos was manager for service quality from 1991 to 1993 and director of carrier relations from 1987 to 1991 for the Contel Corporation. He is a member of the Victorville Planning Commission and Victor Valley Food Printers Association. This position does not require Senate confirmation and there is no salary. Hinojos is a Republican.
Lisa Hogue, 41, of Hesperia, has been appointed to the San Bernardino County Fair Board of Directors (28th District Agricultural Association). Since 1999, she has co-owned and been secretary of A Tech Transmission. Hogue has also served as a reserve police officer for the Arcadia Police Department since 2006. Previously, she was a sales associate for the Hesperia Feed Bin from 1996 to 1997. This position does not require Senate confirmation and there is no salary. Hogue is a Republican.
David Israel, 58, of Los Angeles, has been reappointed to the California Horse Racing Board, where he has served as a member since 2008. He has been a writer and television producer since 1973. Israel worked as a syndicated sports columnist from 1975 to 1981, during which he covered the Triple Crown triumphs of Seattle Slew and Affirmed. This position requires Senate confirmation and the compensation is $100 per diem. Israel is a Democrat.
Stanley Jones, 54, of New Castle, Pennsylvania, has been appointed SNF administrator for the Yountville Veterans Home for the Department of Veterans Affairs. He has owned and operated Fomark Companies since 2005. Previously, Jones served as director of consulting for Pathway Health from 2004 to 2005. Prior to that, he was director of operations for Fairview Ministries from 2000 to 2004 and an administrator for Volunteer for America from 1996 to 2000. Jones served as director of nursing at James Memorial Hospital from 1991 to 1995. He is currently a colonel in the Ohio Army National Guard, where he has served since 1974. This position does not require Senate confirmation and the compensation is $103,608. Jones is a Republican.
Victor King, 45, of Glendale, has been appointed to the Board of Vocational Nursing and Psychiatric Technicians. Since 2002, he has served as legal counsel and a member of the President’s Cabinet at California State University, Los Angeles. King was an associate and partner for Lewis, Brisbois, Bisgaard and Smith from 1999 to 2002, associate for Bottum and Feliton from 1996 to 1999 and associate for Ochoa and Sillas from 1991 to 1995. He is a member of the Center for Asian Americans United for Self Empowerment Board of Directors, the National Association of College and University Attorneys, the Pacific Council on International Policy and the Southern California Chinese Lawyers Association. This position does not require Senate confirmation and the compensation is $100 per diem. King is a Democrat.
Mark Martinez, 44, of Stockton, has been reappointed to the California Commission on Disability Access, where he has served as a member since 2009. He has been the chief executive officer for the San Joaquin County Hispanic Chamber of Commerce since 2004 and has owned Premier Security and Fire since 2005. Prior to that, Martinez served as senior security consultant for Protection Services Industries from 2001 to 2004 and Sonitrol Security from 1998 to 2001. From 1997 to 1998, he was a partner for Trinity Mountain Water. Martinez is a member of the San Joaquin County Workforce Investment Board and the California Hispanic Chambers of Commerce Executive Board of Directors. This position requires Senate confirmation and the compensation is $100 per diem. Martinez is a Republican.
Rebecca Otwell, 66, of Hesperia, has been reappointed to the San Bernardino County Fair Board of Directors (28th District Agricultural Association), where she has served as a member since 2006 and also previously from 1992 to 2001. She has owned and been a broker for Shear Realty since 1995. Previously, Otwell served as executive director of the Hesperia Chamber of Commerce from 1994 to 1996 and owned Prudential-Stanford Realty from 1988 to 1994. She is a member of the Hesperia Chamber of Commerce Board of Directors. Otwell is president of the San Bernardino County Fair Foundation and a member of We Really Care. This position does not require Senate confirmation and there is no salary. Otwell is a Republican.
Edward Randolph, 40, of Sacramento, has been appointed director of the office of governmental affairs and senior policy advisor for the California Public Utilities Commission. He has been chief consultant for the Assembly Utilities and Commerce Committee since 2003. Randolph previously served the State Assembly as a senior consultant to Assemblymember Lloyd Levine in 2003 and Assemblymember Joe Canciamilla from 2001 to 2002. Prior to that, he was chief of staff for Assemblymember Joe Canciamilla from 2000 to 2002 and Assemblymember Lou Papan from 1996 to 2000. This position does not require Senate confirmation and the compensation is $105,000. Randolph is a Democrat.
Arthur Robles, 63, of San Bernardino, has been appointed administrator for the Veterans Home of California, Barstow. Since 2009, Robles has served as assistant hospital administrator for the Veterans Home of California, Barstow. Previously, he served as health facilities evaluator for the Department of Public Health (CDPH) in San Bernardino from 2006 to 2008. Prior to that, Robles served the California Department of Veterans Affairs as assistant hospital administrator from 2004 to 2005 and standards compliance coordinator from 2000 to 2003. He was a health facilities evaluator for CDPH from 1990 to 2000. This position does not require Senate confirmation and the compensation is $81,072. Robles is a Democrat.
John Vertido, 48, of Roseville, has been reappointed to the Board of Vocational Nursing and Psychiatric Technicians, where he has served as a member since 2005. He has been a consultant for Engineering System Consultants and a part-time nursing instructor and clinical coordinator at Western Career College since 2008. Previously, Vertido was a nursing instructor and clinical coordinator at Western Career College in Sacramento from 1996 to 2008 and a nursing instructor at Sierra College in Rocklin from 2000 to 2002. He was a vocational nurse at Pediatric Services of America from 1993 to 1996, American River Hospital from 1991 to 1993, O’Connor Hospital from 1989 to 1991 and Downey Community Hospital from 1984 to 1989. Vertido served in the U.S. Army Reserves from 1980 to 2000. He is a volunteer nurse for the Haight Ashbury Free Clinics and a member of the California Vocational Nurse Educators. Betty Wilson, 74, of Los Angeles, has been reappointed to the California Commission on Disability Access, where she has served as a member since 2009. Since 2001, she has served as director of community services for the Los Angeles Department on Disability, where she previously held the positions of assistant executive director from 1998 to 2001 and executive director from 1989 to 1998. Wilson was an administrative coordinator for the Los Angeles Mayor’s Office on Disability from 1989 to 1991. Previously, she served as a senior research associate for the Neuropsychiatric Institute at the University of California, Los Angeles from 1979 to 1981, director for testing and assessment for Mount Saint Mary’s College from 1975 to 1978 and supervising employment counselor for the California State Employment Development Department from 1971 to 1974. Wilson is a member of the Disability Rights Legal Center Board of Directors, Olympia Medical Center Board of Directors and Ability First Board of Directors. She is a member of the Department of Education Advisory Board and Rehabilitation Counselor Training at California State University, Los Angeles. This position requires Senate confirmation and the compensation is $100 per diem. Wilson is a Democrat.
Ruben Zuniga, 59, of Los Angeles, has been appointed to the Contractors State License Board. Since 2006, he has served as an administrative assistant for the Southwest Regional Council of Carpenters. Previously, he served as the financial secretary for Local 630 in Long Beach from 1996 to 2005. From 1990 to 1996, Zuniga was a business representative for the Southwest Regional Council of Carpenters. This position requires Senate confirmation and the compensation is $100 per diem. Zuniga is a Democrat.
