SCHWARZENEGGER APPOINTS FIVE TO SAN FRANCISCO SUPERIOR COURT BENCH

Governor Arnold Schwarzenegger today announced the appointments of Andrew Y.S. Cheng, James P. Collins, Samuel K. Feng, Jeffrey S. Ross and Monica F. Wiley to judgeships in the San Francisco County Superior Court.

Cheng, 42, of Piedmont, has served as an assistant U.S. attorney for the U.S. Attorney’s Office since 2003 and has served as deputy chief of the civil division since 2006. He has been an adjunct professor of law at University of California Hastings, College of the Law since 2006. From 1997 to 2003, Cheng served as a deputy city attorney for the City and County of San Francisco. He was an associate attorney with Steinhart & Falconer from 1995 to 1997 and a lecturer at the University of California, Berkeley Boalt Hall School of Law from 1996 to 1997. From 1992 to 1993, Cheng was an associate attorney with Pillsbury, Madison & Sutro. Cheng earned a Juris Doctorate degree from Yale Law School and a Bachelor of Arts degree from Columbia University. He fills the vacancy created by the retirement of Judge John Dearman. Cheng is a Democrat.

Collins, 65, of Greenbrae, has worked as a sole practitioner in San Francisco since 1978. He earned a Juris Doctorate degree from Lincoln Law School after attending the University of San Francisco. Collins fills the vacancy created by the retirement of Judge Diane Wick. Collins is a Democrat.

Feng, 51, of San Francisco, has served as a partner for Feng and Lee since 1998. Prior to that, he was the house counsel for the California State Automobile Association from 1991 to 1998. Feng worked as an associate for the Law Offices of Lawrence Kern from 1988 to 1991. He earned a Juris Doctorate degree from the University of California, Hastings College of the Law and a Bachelor of Arts degree from the University of Southern California. Feng fills the vacancy created by the conversion of a court commissioner position on July 1, 2009. Feng is a Republican.

Samuel K. Feng

Ross, 58, of San Francisco, has served as an attorney for Pillsbury Winthrop Shaw Pittman since 1999. Prior to that, he served as an associate then shareholder and president of Friedman, Ross and Hersh from 1975 to 1999. He earned a Juris Doctorate degree from Stanford Law School and a Bachelor of Arts degree from the University of Michigan. Ross fills the vacancy created by the retirement of Judge Anne E. Bouliane. Ross is a Democrat.

Jeffrey S. Ross

Wiley, 39, of Oakland, has served as a senior associate for Carlson Calladine and Peterson since 2007. Previously, she served as a deputy city attorney for the San Francisco City Attorney’s Office from 1996 to 2007. She also worked as a legal research attorney for the San Francisco County Superior Court in 1996. Wiley earned a Juris Doctorate degree from the Howard University School of Law and a Bachelor of Arts degree from the University of California, Berkeley. She fills the vacancy created by the elevation of Judge Robert Dondero to the District Court of Appeal. Wiley is a Democrat.
